Project overview

The State of Qatar has undertaken a national strategy that capitalizes on its strengths and opportunities. Such a strategy would be to reap its comparative advantages in oil and gas while developing competitive advantages in skills and technology. In view of the gradual pace of Qatar's national policy and framework improvements, the decision has been made to set up Special Economic Zones to help circumvent any remaining obstacles to investment (particularly foreign investment which offers the benefits of skills and technology transfer).

MANATEQ was established to play a significant role in developing Qatar's National Vision by developing and operating advanced Economic Zones and projects. A major strategic study recommended the establishment of three Special Economic Zones. MANATEQ is developing these three Special Economic Zones as a means of establishing an efficient, sustainable and world class business environment which will enable and support private sector and foreign investment trade in Qatar. One of these is the subject of the Services: Umm Al Houl.

Umm Al Houl Special Economic Zone (QEZ-3) encompasses an area of approximately 29.3 km2, sited adjacent to Mesaieed Industrial City (MIC) and the Hamad Port (a.k.a New Doha Port Project - NDPP) targeting downstream and specialty Industrial (metal, marine, petrochemical, building materials, logistics, automotive, food processing etc) and supporting activities (worker’s accommodation, business park, commercial, community facility etc).

The works to be executed under the projects are split into:

  • Infrastructure packages: infrastructure, roads works, utilities and landscaping.
  • Design & build packages: MANATEQ administration building, public buildings (police station, fire station, clinics, etc.), district cooling plants, power substations, sewage treatment plant, non-authority public buildings (mosques, filling stations, etc.), earthworks and site grading.

In each package, the works (subject of the consultancy services) are the following:

INFRASTRUCTURE PACKAGES

Total Zone Area: 22 km2

Total Designed Road Length: 103 km

Total Designed Right of Way: 7 km2

Total Number of Serviced Plots: ~ 1,300 plots

Total Population: ~ 185,000 (Employees + Visitors + Residential)

  • Temporary works and facilities: logistics plan for the sites; traffic management plans for the sites; contractor’s site offices locations and lay down areas; access locations
  • Civil & road works: site grading; roads pavement design; internal and external tie-ins, bridges and junctions; sidewalks and kerbs; road marking; traffic signals, street lighting; traffic signs
  • Wet utilities: Storm water drainage network; Infiltration System. Combination of swales, geo-cells and trench soak-aways
  • Wet utilities: Foul sewerage network; Mostly gravity based networks – shallow and micro-tunnelled. Number of permanent pumping stations: #3 (nos.
  • Wet utilities: Potable water network
  • Wet utilities: Fire water network
  • Wet utilities: Treated sewage water network; TSE network supplying irrigation water to landscaped areas within the ROW and non-industrial plot
  • Dry utilities: Electrical works; MV and LV distribution network; secondary substations; primary and super substations (coordination only)
  • Dry utilities: Low current and controls: telecommunication networks; BMS, SCADA and irrigation management system; system facility controls; security systems, CCTV, intrusion monitoring (Ooredoo: 216 km, Qatar Armed Forces: 41 km, Ministry of Interior – Security System Department: 180 km
  • Urban elements: public area lighting; cycling tracks; urban and street furniture; signage and way finding; solid waste collection and management elements.
  • Landscape: hardscape, planting, street furniture including lighting, benches, public waste collection, signage, bus stops and shading areas.
  • Waterfront/beach front areas including all associated infrastructure.

DETAILED ENGINEERING DESIGN AND PREPARATION OF TENDER DOCUMENTS

The services for QEZ-3 Infrastructure packages generally cover all activities needed to take the reference documents (Preliminary Engineering Design by others) to the level of development and detailing required for a Contractor to construct the works with no further design activities required from the Contractor, except shop drawings.

The services also include the production of tender documents for multiple work packages, services during the tendering period of the construction works, and supervision and post-construction services.

The services generally include:

  • review and update of the final master plan prepared by others
  • review and update of preliminary engineering design work prepared by others
  • detailed engineering design
  • preparation of the tender documentation
  • services during tendering periods
  • IFC drawings
  • supervision services for the construction of works (includes the role of the Engineer under FIDIC)
  • post-construction services

PEER REVIEW AND CONSTRUCTION SUPERVISION OF PUBLIC AND MANATEQ BUILDINGS

This peer review means a detailed review including approvals, recommendations and issue identification. The services cover all requirements needed to undertake a detailed review of the designs, design support, construction supervision and post-construction services associated with the public and Manateq buildings.

The services generally include:

  • detailed review of multiple building designs (design undertaken by others)
  • services during the tendering period
  • design support/technical review during the D&B design stage
  • supervision services for the construction of works (includes the role of the Engineer under FIDIC)
  • post-construction services.

TENDER DOCUMENTATION (DESIGN & BUILD) AND CONSTRUCTION SUPERVISION SERVICES FOR UTILITY BUILDINGS/FACILITIES

The services cover all requirements needed to prepare a set of tender documentation for issue to design & build contractor(s) to undertake the design and construction of these utility buildings/facilities.

These services also include support during the tender stages, technical review of the designs (undertaken by the design & build contractor), construction supervision services and post-construction services.

The services generally include:

  • production of design & build tender documentation, including: employer requirements; utility company requirements (as applicable); performance specification
  • services during the tendering period
  • design support/technical review during the D&B design stage
  • supervision services for the construction of works (includes the role of the Engineer under FIDIC)
  • post-construction services.

CONCEPT AND PRELIMINARY DESIGN ENGINEERING SERVICES FOR NON-AUTHORITY PUBLIC BUILDINGS

 The services for these buildings generally include:

  • concept and optioneering design
  • preliminary design
  • design & build tender documentation preparation
  • services during the tendering period
  • design support/technical review during the D&B design stage
  • supervision services for the construction of works (includes the role of the Engineer under FIDIC)
  • post-construction services

CONSTRUCTION SUPERVISION OF EARTHWORKS

 The services for earthworks and site grading generally include:

  • supervision services for the construction of works (includes the role of the Engineer under FIDIC)
  • post-construction services

SUPPORTING SERVICES DURING PRE-CONSTRUCTION STAGES

The services generally include:

  • coordination with authorities and stakeholders
  • identification and obtainment of all authority design approvals and permits (including stakeholders where relevant) required for construction of the works
  • implementation of environmental requirements identified in permit conditions of the Ministry of Environment
  • performance of all sustainability related activities leading to obtaining a 3-star letter of conformance at detailed design, and to certification at the end of construction
  • BIM services
  • value engineering including operational costs and whole of life costing reviews
  • risk management
  • topographical, geophysical and geotechnical surveys and investigations
  • constructability reviews including safety in design reviews
  • works cost estimate

SUPPORTING SERVICES DURING CONSTRUCTION STAGES

The services generally include:

  • coordination with authorities and stakeholders
  • maintaining (and where required, amending/clarifying) previously issued approvals and conditions
  • compliance with the requirements of authorities (existing and updated)
  • master plan update and maintenance
  • infrastructure networks design update and maintenance during the life of the contract
  • sustainability and environmental management and monitoring
  • maintenance and update of BIM model
  • health and safety monitoring and management
  • technical support of construction works
  • compliance reporting and approval of completed assets

Following are the additional services taken on board by Egis as per Client’s request. These include:

  • QEZ3 Light Industrial Unit development

  • QEZ3 Waterfront/beachfront beautification proposal including all associated infrastructure.
